Allen East District Master Plan

With the need for more affordable housing on the rise, the 2025 Allen East District Plan, meticulously designed for client HousingNowTO, offers a demonstration to support the redevelopment of the site by recommending planning solutions to align the site's potential with Provincial and Municipal priorities. It recommends that CreateTO, as the responsible party for the comprehensive planning and future development of the site, carefully consider the amendments put forward in order to realize the site's full potential.

There are ambitious visions for the future of Toronto’s Allen East District (AED), largely enabled by its status as city-owned land and its inclusion within the Downsview Secondary Plan (DSP) area. The AED is approximately 73 acres of City-owned lands located on the eastern edge of the DSP area, south of Sheppard Avenue West, and east of Allen Road. It is the only site within the study area being developed independent of the joint partnership that has been established between Northcrest Developments (Northcrest) and Canada Lands Company (CLC).

The current site is significantly under-utilized, with a Toronto Transit Commission (TTC) station, Sheppard West Station, making up the only piece of infrastructure on the site. The remainder of the land includes the station's associated roadways, parking lot, and bus loop in addition to a small segment of an old runway, and the associated access road from Wilson Heights Blvd. The City of Toronto’s Banting Park is also located on the site and will be maintained. As the site falls within the Sheppard West Major Transit Station Area (MTSA), increased density is encouraged, setting a strong precedent for intensifying development within the area.
