City of Burlington

Community Improvement Plan

An amendment to the city’s existing Affordable Rental Housing Community Improvement Plan (CIP) was made to reflect the housing needs and goals of current and future residents amongst the current strains and challenges within the development landscape.

The team of planners on the Community Planning team worked on an accelerated timeline amongst shifting directives from council to deliver the amendment in a manner that was sharp but also well-informed by interested parties, from the public to the development community, the city’s Accessibility Committee, and more. I supported statutory planning processes by creating notices and supporting the activities of community engagement with the public, hosting in person and virtual meetings, engaging with and synthesizing input from interested parties, correspondence with provincial and regional agencies, and contributing to staff reports, rich with research and informative content.

Renamed the Burlington Housing Community Improvement Plan, the amendment features 5 new temporary financial incentive programs. Funded through the federal Housing Accelerator Fund (HAF) dollars, the 5 programs were designed, established, and approved by Council.

  1. Development Charge Reduction Grant - Purpose-Built Rental Program

  2. Development Charge Reduction Grant - Ownership Program

  3. Missing Middle Municipal Fee Waiver Program

  4. Tax Increment Equivalent Grant (TIEG) for Purpose-Built Rental Residential Program

  5. Accessible Design Grant Program

You can view the updated CIP at the Burlington Housing Community Improvement Page, specifically Section 5.9 Temporary Programs.
